PERMITS:
Building
Building permits apply to new structures, addition to existing structures, general rehab, and miscellaneous improvements. Please contact Building Department for specific requirements.
Demolition
Demolition permits applies to removal of existing structures.
PERMIT APPLICANTS:
Owner
Building permits can be issued to the legal owner of the property for projects that involve a duplex or single family residence only.
Residential, Commercial, or Industrial
When requesting a building permit, the applicant must submit drawings and specifications (plans) verifying compliance with applicable building codes. Verification by applicable departments (Water Department, Fire Department, Planning and Economic Development Department, etc.) is required for the proposed work. Some small projects may also require submittal of plans. Please contact the Building and Safety Department to obtain requirements for specific projects.
Green Building
Sustainable design, or building "green", is good for the environment, a good business practice, and is a component of the Recycle Market Development Zone loan criteria.
When financing real estate improvements, loan criteria require borrowers to utilize a minimum of 25 percent of the loan funds for the purchase of sustainable building products.
Building Green and Recycling Loan Criteria
At least 25% of the loan funds approved for improvements to property must be applied toward those costs involving sustainable building products.
Examples include the use of recycled paints, carpets.

Materials Accepted:
Paint and solvents; used motor oil and filters, anti-freeze, and other automotive fluids; cleaning products; pool and garden chemicals; aerosol cans; all medicine; auto batteries; household batteries, computers, monitors, printers, network equipment, cables, telephones, televisions, microwaves, video games, cell phones, radios, stereos, VCRs, and electronic toys.
Recycling Ordinance:
The County of Los Angeles Board of Supervisors adopted the Construction and Demolition (C&D) Debris Recycling and Reuse Ordinance on January 4, 2005. The Ordinance added Chapter 20.87 to the Los Angeles County Code which requires projects in the unincorporated areas to recycle or reuse 50 percent of the debris generated. Its purpose is to increase the diversion of construction and demolition debris from disposal facilities and will assist the County in meeting the State of California's waste reduction mandate.
Effective January 1, 2011, Los Angeles County adopted the Green Building Standards Code, which sets forth recycling requirements for construction and demolition projects in the unincorporated areas of Los Angeles County.
The provisions of the Green Building Standards Code apply to any project that requires one or more of the following permits (Section 20.87.030.I, as supplemented):
- Any project requiring a construction permit, regardless of the value.
- Any project requiring a demolition permit, regardless of the value.
- Any project requiring a grading permit, regardless of the value.
The provisions of the Green Building Standards Code are more stringent than the C&D Ordinance of 2005. As such, the more stringent provisions will be enforced by the Department of Public Works for all construction and demolition projects submitted after January 1, 2011.
